HSP Program

The Homeownership Set-aside Program (HSP) provides down payment and closing cost assistance to first-time homebuyers earning at or below 80% of the Area Median Income (AMI) for households purchasing homes in Colorado, Kansas, Nebraska and Oklahoma.

The HSP is provided to households as a forgivable grant with a five-year retention period.

  • Program opening date: March 2, 2026

  • Funds available to be announced in mid to late February

  • Maximum subsidy per household: $15,000

  • Minimum subsidy per household: $2,500

  • Member monthly limit: $75,000

  • Homebuyer education required 

  • Five-year retention period — Obtain the Real Estate Retention Agreement (RERA) in the Resources Section of this webpage.

  • Reservations accepted on a first-come, first-served basis, contingent on member monthly limits and the availability of funds through Sept. 30, 2026.

  • Looking ahead to 2027: Members must successfully fund a 2026 HSP or HSP+ reservation to qualify for a 2027 HOPE allocation.

HOPE Program

Homeownership Possibilities Expanded (HOPE) provides down payment and closing cost assistance to homebuyers at or below 150% of the Area Median Income (AMI) for households purchasing homes in Colorado, Kansas, Nebraska and Oklahoma. HOPE is provided to households as a forgivable grant with a five-year retention period. This program is not limited to first-time homebuyers and provides access to the “missing middle” or homebuyers that do not traditionally receive support but need assistance with down payment, closing costs or other eligible repairs. 

Program opening date: March 16, 2026

  • Eligible members are allocated HOPE funds based on scoring criteria. See 2026 HOPE Scoring Criteria and Allocation Summary and 2026 HOPE User Guide.

  • Funds available: $6,330,000

  • Maximum subsidy per household: Determined by the member, based on their available allocation and the household's need. Amounts may vary between households.

  • Minimum subsidy per household: $2,500

  • Member monthly limit: Two reservations may be submitted per eligible member, per month. The member limit increases by two reservations per member, per month on the third Monday of each month.

  • Household income must be at or below 115% of the AMI.

  • Current homeowners must sell their primary residence. Converting to a rental is no longer an option.

  • Five-year retention period — Obtain Real Estate Retention Agreement (RERA) in Resources Section of this webpage.

  • Reservations accepted from eligible members through Sept. 30, 2026, contingent upon the member's available allocation of funds.
